Why I can' t create a new account in playstation network with my ps3?

I tried to go on playstation network , I am sure internet goes well and it is connected.... buty when I go on playstation network , if i TRY TO CREATE AN ACCOUNT OR SIGN IN FROM PLAYSTATION NETWORK WITH AN ACCOUNT ALREADY EXISTING , I have to wait some seconds and then it says something like time up for the connection to server... or connection to server terminated... why??? plz help me!! WHAT DO I HAVE TO DO?????? thank a lot!!!

What The Shadow said. And when this happens to me i usually keep doing a network connection test if i know i'm already connected to a network thats working. I keep connecting until it says successful and then it lets me log in.
