I have a faulty Playstation 4 console and it will not switch on at all. If I sold it on ebay, and someone was able to repair it, would my account be able to be accessed if I had saved my log in details?

Why sell a faulty console? I ll buy it from you for $25 bucks because Sony probably charges $125 for repairs.
You can deactivate your account on the PS4 via your PC! Link provided!

Yes, the buyer will be able to access your account on the hard drive.
To fix this, you should do a reset. If you can't turn the console on, then you can remove the drive, place it into an external USB enclosure, and plug it into your PC. There, you'll be able to format it which will erase all your data.
The buyer will need to re-install the PS4 firmware - something he can easily do by following the directions on Sony's website, under Support for the PS4.

Yes.
If they were able to repair it, when they booted it up again your account would still be there and would be accessible.
